In Drupal Commerce, whenever a draft order is saved ($order->save()), the system automatically triggers the Order Refresh process. During this process, Drupal Commerce recalculates the order and executes registered order processors such as the RegistrationOrderProcessor.

 

In the cancellation flow, the code was updating a field on the order (field_is_regeneration_eligible) and then calling $order->save(). Since the order was still in draft state, this triggered the Order Refresh pipeline, which executed the RegistrationOrderProcessor. As a result, order items were unexpectedly removed during the refresh process. This behavior occurred on the Japan site because the refresh conditions were satisfied, causing the processor t

o execute. On the EU site, the refresh conditions were not met, so the processor did not run, leading to different behavior across environments.
